Jeffrey Ratcliffe, CPA

Jeff Ratcliffe, CPA,, Chief Executive Officer

Jeff Ratcliffe, CPA, is the Chief Executive Officer and Director of the Pana Copper Project, where he provides strategic leadership and financial oversight for the advancement of a copper and gold exploration portfolio. With more than 14 years of experience working with both private and public companies, Ratcliffe brings a strong foundation in financial governance, capital markets, and operational management across resource-based industries.

Prior to joining the Pana Copper Project, Ratcliffe served as Chief Financial Officer of a Canadian energy company with operations in the United States, where he was responsible for financial strategy, regulatory reporting, budgeting, and cross-border operations. Earlier in his career, he held the role of Controller for an Africa-based energy producer, gaining valuable experience in international operations, project accounting, and financial controls within emerging markets.

Ratcliffe’s background spans corporate finance, audit, compliance, and executive leadership, with a proven ability to support companies through periods of growth, restructuring, and capital formation. As a Chartered Professional Accountant (CPA), he is recognized for his disciplined approach to financial stewardship, risk management, and transparent reporting.

In his role at the Pana Copper Project, Ratcliffe is focused on building a strong corporate foundation to support exploration and potential development activities, while maintaining high standards of governance and accountability. His experience across multiple jurisdictions and industries positions him to guide the company as it advances its copper and gold assets in alignment with technical, regulatory, and stakeholder requirements.

Tilmann Benedikt Holm

Tilmann Benedikt Holm, Vice President of Finance and Director

Tilmann Benedikt Holm serves as Vice President of Finance and Director, bringing a strong entrepreneurial mindset and extensive experience in business development, corporate finance, and investor relations. He is a successful entrepreneur with a proven track record of founding, building, and scaling growth-oriented companies.
Holm is the Founder and Chief Executive Officer of GymCraft, where he has led the company’s strategic direction, financial planning, and growth initiatives. Prior to GymCraft, he founded GVO Personal, which was successfully acquired in 2005—demonstrating his ability to build enterprise value and execute successful exits.
Across his career, Holm has developed deep expertise in capital strategy, investor engagement, and operational finance, supporting companies through expansion phases while maintaining disciplined financial oversight. His experience spans corporate structuring, fundraising support, and stakeholder communications, positioning him as a valuable contributor at both the executive and board levels.
As Vice President of Finance and Director, Holm plays a key role in aligning financial strategy with long-term business objectives, supporting sustainable growth, and strengthening investor confidence. His entrepreneurial background, combined with hands-on leadership experience, provides a pragmatic and results-driven approach to financial governance and strategic development.

Nabeel Saqib

Nabeel Saqib, Managing Director

Nabeel Saqib serves as Managing Director, Pakistan, bringing more than eight years of hands-on operating experience in the country’s mining sector. His background spans a broad range of commodities, including copper, gold, marble, and granite, with direct involvement across exploration-stage and development-focused projects.

Saqib has developed significant expertise in project acquisition, local permitting processes, and on-the-ground project management within Pakistan. His experience includes evaluating prospective mineral assets, coordinating technical and operational activities, and navigating regulatory frameworks at both provincial and federal levels. This practical knowledge has positioned him as a key operational lead for advancing mining projects within complex jurisdictions.

Throughout his career, Saqib has worked closely with local stakeholders, government authorities, and technical teams to support responsible project advancement. His familiarity with regional geology, operational logistics, and community engagement practices enables effective execution while aligning projects with local requirements and expectations.

As Managing Director, Pakistan, Saqib plays a central role in identifying and managing opportunities across the country’s mineral-rich regions. His in-country experience and operational leadership support disciplined project evaluation, efficient execution, and long-term value creation as the company advances its copper and gold initiatives in Pakistan.

Mukhtar Baloch

Mukhtar Baloch, General Manager (Pakistan)

Mukhtar Baloch serves as General Manager, Pakistan, bringing more than 16 years of hands-on experience in mining operations across the Chagai Hills of Balochistan, one of Pakistan’s most significant mineral regions. His career spans both exploration and production roles, with direct involvement in major copper discoveries and operating assets within the province.

Baloch has previously held exploration and production positions associated with the Reko Diq and Saindak copper-gold deposits, where he gained extensive on-the-ground experience in project execution, operational management, and site-level leadership. His long-standing presence in the region has provided him with invaluable local knowledge of geology, logistics, regulatory processes, and operational challenges unique to Balochistan.

As General Manager, Pakistan, Baloch provides operational oversight and local leadership, supporting project advancement through disciplined execution, safety-focused operations, and effective coordination with local stakeholders. His deep regional expertise and practical mining experience play a critical role in advancing Panacopper’s activities within Pakistan.

Patrick Tsang

Patrick Tsang, Director

Patrick Tsang is the Chairman of Tsang’s Group, a fourth-generation, Hong Kong–based family enterprise focused on strategic investments across global markets. With decades of experience in international finance and deal execution, Tsang brings deep expertise in capital markets, corporate structuring, and long-term value creation.

Throughout his career, Tsang has been actively involved in significant IPO and M&A transactions, with investments spanning both private and public companies across Asia, Europe, and North America. His global investment perspective and transactional experience cover a wide range of sectors, providing strategic insight into growth-stage businesses as well as established enterprises navigating expansion, restructuring, or cross-border opportunities.

Tsang is a graduate of the College of Law in England and is a qualified legal professional, licensed to practice law in Hong Kong, England, and Wales. His legal background underpins a disciplined approach to governance, risk management, and regulatory oversight, particularly in complex, multi-jurisdictional environments.

As Chairman of Tsang’s Group, Patrick Tsang continues to guide strategic investment initiatives with a long-term, principled perspective, combining generational business stewardship with modern global capital markets expertise.

Dr. Arthur Halleran, Ph.D.

Dr. Arthur Halleran, Ph.D. (Geology),  Technical Advisor


Dr. Arthur Halleran, Ph.D. (Geology), serves as Technical Advisor, bringing more than 40 years of experience across the global natural resources sector. His career spans senior leadership and technical roles in both the mining and oil and gas industries, with a focus on exploration, project development, and corporate leadership.

Dr. Halleran has been directly involved in the discovery of multiple mineral deposits, including a rare earth element deposit, a high-grade gold vein system, and two copper-gold porphyry deposits. His technical expertise encompasses regional geology, deposit modeling, exploration strategy, and project evaluation across diverse geological settings.

In addition to his technical background, Dr. Halleran brings extensive executive experience. He is currently the Chief Executive Officer of Trillion Energy (CSE: TCF) and is a co-founder of Canacol Energy, one of Colombia’s largest natural gas producers. His combined technical and corporate leadership experience provides valuable insight into advancing resource projects from discovery through development and into production.

As Technical Advisor, Dr. Halleran supports Panacopper with strategic geological guidance, technical oversight, and exploration planning, contributing to disciplined project evaluation and long-term value creation.
